Indian village bars women from using mobiles phones

A village council in eastern India banned women using mobiles phone
they said that mobile phones pollute the social atmosphere by encouraging women to elope with lovers
there are penalties range from 10,000 rupees (£115) 
2,000 rupees for married women 
they can only use a phone in the presence of a male family member.

combination of marginally improved education will take place with no phones and no eloping
more mobility access has led to traditional authority of fathers, husbands and male village leaders 

I think this is wrong and the eastern indian's are being strict also this keeps to a male dominant society and is patriarchal for women as they are controlled by men
whereas, men can use phone and also have affairs which seems to be unfair and biased society.
